The Global Lottery Market was valued at US$ 1,788.1 Mn in 2018 and is projected to increase significantly at a CAGR (Compound Annual Growth Rate) of 4.6% from 2019 to 2028, being the first recorded signs of a lottery the keno slips from the Chinese Han Dynasty between 205 and 187 BC. These lotteries are believed to have helped to finance major government projects like the Great Wall of China. Lotteries in colonial America played a significant part in the financing of both private and public ventures. It has been recorded that more than 200 lotteries were sanctioned between 1744 and 1776, and played a major role in financing roads, libraries, churches, colleges, canals, bridges, etc. In the 1740s, the foundation of Princeton and Columbia Universities was financed by lotteries, as was the University of Pennsylvania by the Academy Lottery in 1755. Benjamin Franklin organized a lottery to raise money to purchase cannon for the defense of Philadelphia.

The report further warned that growing restrictions on citizens’ rights and legal standards was an acute problem in democracies.
This investigation is based on facts, but in part is a mockery to the most coward kind of people that lives in the planet on the expenses of the suffering of billions of us. That’s why the title says: “fer-pect” instead of “perfect”, inspired on the 2004 year Movie “Ferpect Crime” of Alex de la Iglesia, about an ambitious salesman will do anything for that big promotion he’s been chasing, but inevitably, he will learn that there is no such thing as the perfect crime.
These criminals in power are convinced that will never face justice for their atrocities, but at the end they all finish like cartoon characters.

La Hemeroteca Loca VII por Rodulfo Gonzalez[/caption]Este libro es el último de una septología de fichas de títulos periodísticos que acertadamente denominé Hemeroteca Loca porque no seguí un orden cronológico ni onomástico ni geográfico al agruparlos, debido a lo cual, en esa loquedad que la caracteriza, es posible encontrar publicaciones repetidas y sin separar las venezolanas de las pocas extranjeras que allí aparecen registradas.
Un revoltijo, pues, en lenguaje coloquial, es lo que encontrará la lectoría en ese autobús hemerográfico donde viajan periódicos y revistas de circulación autónoma, con publicaciones que utilizan la prensa diaria para circular.
Me refiero a revistas y suplementos, generalmente de periodicidad semanal, que pueden ser del medio donde circulan o ajenos a éste.
No siempre el material hemerográfico que conforma el cuerpo de las siete hemerotecas editadas tienen una cédula de identificación completa, como domicilio, periodicidad, fecha de aparición y directorio. De ello se deja constancia en cada ficha.
Algunas veces, ante determinadas circunstancias, preferí señalar, por ejemplo, el número X apareció en fecha X. O se ignoran datos de identificación.
Un propósito único me guió en la publicación de éste y las restantes seis hemerotecas locas: Que sobrevivan a mi muerte en el ciberespacio eternamente con mis otros libros en formato de papel o digital.

En esos eventos los vecinos pintan los frentes de las casas, gestionan ante los organismos gubernamentales pertinentes el arreglo de calles, plazas y otros sitios de encuentro, recolectan recursos económicos para financiarlos, estrenan ropa y calzados y promueven la solidaridad.
Por lo menos 93 comunidades del Estado Nueva Esparta son escenarios cada año de festividades en honor a sus respectivos patronos o patronas. Estas fiestas, que tienen ingredientes religiosos y no religiosos, se desarrollan en ámbitos geográficos regionales, municipales, locales y micro-locales. La Virgen María, en 18 de sus advocaciones, es la más celebrada. En efecto, tiene presencia en 33 localidades de las 93 que hemos analizado en la presente monografía.
Debemos acotar que el contenido religioso siempre es el mismo, no así el no religioso por su naturaleza económica. Los otros patronos y patronas son Jesús de Nazaret, el Santísimo Cristo del Buen Viaje, San Pedro Apóstol, San Judas Tadeo, San Antonio de Padua, San Cayetano, Santa Rita de Casia, Santa Teresa de Jesús, El Gran Poder de Dios, San Francisco de Asís, San Francisco Javier, San Juan Evangelista, San Martín de Porres, San Simón Apóstol, Santa Isabel de Hungría, Santísima Trinidad, San Antonio María Claret, Nuestro Señor San José, San Agustín, San Isidro Labrador, San Miguel Arcángel, Beato Pedro González, Santísimo Cristo de Las Piedras, San Juan Bautista, San Pedro y San Pablo, la Santa Cruz, Santa Teresita del Niño Jesús, Santa Eduvigis, Santa Rosa de Lima, San Sebastián, Santísimo Cristo de La Fuente, Sagrado Corazón de Jesús, San Lorenzo, San Onofre, Santísimo Cristo de La Galera, San Nicolás de Bari, La Epifanía del Señor, Divino Niño y Santa Ana. La Quema del Año Viejo en Latinoamerica por Rodulfo Gonzalez[/caption]La Quema del Año Viejo, como la Quema de Judas, es un monigote que se fabrica con ropa vieja, cartón o papel, relleno de paja, aserrín y frecuentemente con artefactos pirotécnicos y representa al año que culmina. Como lo indica su nombre, la ceremonia se lleva a efecto en, México, Colombia y Venezuela, entre muchos otros países latinoamericanos.
En Venezuela, a diferencia de la Quema de Judas, que cubre toda la geografía nacional, su ritual está circunscrito a los estados andinos y Zulia. Es un ritual de purificación para alejar la mala suerte o las energías negativas del periodo que termina, así como de transición pues también se celebra la llegada del nuevo año aboliendo lo anterior.
Se le atribuye un origen hispánico y como en la Quema de Judas antes de su cremación es leído el testamento satírico. Por regla general el viejo puede representar a políticos, deportistas, artistas, cantantes, personajes de la televisión, superhéroes, etc.
En algunas partes son construidos con ropa vieja y rellenos de papel periódico o aserrín. La cara del monigote a quemar es hecho generalmente con papel maché. En otros lugares son construidos de cartón, papel periódico y goma pintados con las características de los personajes a quemar ese año.
La noche del 31 de diciembre los viejos son colocados en las puertas de las casas con los famosos testamentos donde se detallan las “cosas que deja el año viejo al que viene” estos son realizados en forma de sátira. En muchas zonas tanto urbanas como rurales los hombres se travisten de viudas para pedir caridad por el viejo que se muere.
Su quema se produce a las 12 de la noche, cuando muere el año viejo y nace el año nuevo, con bastante estruendo, ya que es común que los mamarrachos sean rellenados con cohetes, luego de lo cual se cena en familia y se disfruta de festejos. La incineración a la medianoche del 31 de diciembre del muñeco es un ritual de purificación para alejar la mala suerte o las energías negativas del periodo que termina, así como de transición pues también se celebra la llegada del nuevo año aboliendo lo anterior. Como ritual de fuego representando la supresión de lo pasado para permitir una regeneración del tiempo y de las energías, la quema de un muñeco es común en muchas culturas y aun con transposición de fechas y de épocas tiene similares significados.
